Tax Increment Financing and Development
The purpose of the Tax Increment Financing and Development Plan is to provide for the financing, planning, design, and
implementation of public improvements which will serve as incentives for private investment in the Development District.
The plans will also strive to preserve the district's historical character and promote economic growth for the benefit of all
taxing units located within the Downtown Development District.
